Work cleanliness in China is attracting more and more attention from all sectors of society. Leading comrades of the CPC Central Committee and the State Council have repeatedly issued instructions, and manufacturers of folding masks have also requested relevant parties to effectively strengthen the work of cleaning. At the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China, it was clearly put forward that we should "actively prevent and cure work diseases" and incorporate relevant contents into the Outline of the Eleventh Five-Year Plan.

General Secretary Hu Jintao, when presiding over the 30th study of the Political Bureau of the Central Committee, put forward higher requests for safe production and prevention of work-related diseases. In the "Eleventh Five-Year Plan for Safe Production" issued by the State Council in July 2006, the first page of the current situation and problems is "multiple casualties and serious work damage". All these created favorable conditions for doing a good job of cleaning work at that time.

The
manufacturers of folding masks believed that pneumoconiosis was the primary working disease in mines in China at that time.

Mining production provides 90% primary energy, 80% industrial raw materials and more than 70% agricultural production materials for China's economic and social development. The output of mining and mineral processing industry accounts for about 30% of China's GDP, and 21 million employees are engaged in various kinds of work in mines. A history of human civilization is actually a history of the use of mineral resources. Mining production provides endless material wealth for the society. Due to the poor working conditions in the production workplace and the severe pollution of toxic and harmful substances in the air of the working environment, the high incidence of various kinds of work diseases has posed a serious threat to the safety and health of workers.

According to figures released by the Ministry of Cleaning, 607,570 cases of pneumoconiosis have been reported in China since the 1950s up to 2005, which is equivalent to the total number of pneumoconiosis patients in other countries in the world. During this period, more than 140,000 people have died, and the mortality rate is over 20%. There are 470,089 survivors. In recent years, 10,000 new cases of pneumoconiosis have been reported every year. In 2005, 12 212 cases of various kinds of work-related diseases were reported, and 9 173 cases of pneumoconiosis were reported, accounting for 75% of the total number of all kinds of work-related diseases. 966 cases died of pneumoconiosis.
